Description
Under the leadership of the Mayor’s Promise Scholarship Task Force, stakeholders in Richmond, Virginia, considered the creation of a place-based scholarship or Promise program for graduates of Richmond Public Schools. Upjohn Institute staff worked with Richmond stakeholders to refine their program design, assess its feasibility, estimate its cost, and explore avenues for program administration and fund development.
