The City of Seattle Mayor's Office of Economic Development contracted with the Upjohn Institute to provide advisory and facilitation services related to a City of Seattle Promise program. The Institute provided consulting around program design options and implications, facilitated work group meetings, and provided a cost estimation and follow up activities.
