Description
Upjohn Institute staff worked with stakeholders in the community of Lancaster, PA, to develop plans and estimate the cost of a place-based scholarship program for Lancaster schools. Upjohn Institute staff conducted initial research into Lancaster’s critical needs and assets, and prepared a memo outlining key decisions needed and issues to consider. With input from a Lancaster planning group, Upjohn Institute staff outlined several alternative scenarios for a Lancaster Promise. Staff presented these scenarios to relevant stakeholders in Lancaster, and discussed alignment approaches. With the material prepared by the Institute staff, the planning group should be prepared to decide on a preferred program model.
