Upjohn Institute staff addressed the feasibility of a Promise-type college scholarship program for all of Wayne County, Michigan. The process began with a series of meetings and focus groups with stakeholders, continued with the development of alternative program structures and estimations of cost and potential impact, and concluded with the delivery of a report and presentation to a stakeholder group.
