09/01/2006 - 12/31/2008
The Upjohn Institute conducted a net impact evaluation of the performance of Michigan's JET (Jobs, Education, and Training) program. The evaluation focused on labor market outcomes and education credentialing of JET participants. Five outcomes were considered: the entered employment rate, the retention rate, the earnings change (for those with employment experience within three quarters of entering the program), the attainment of a degree or certificate, and recidivism.
