Description
Institute staff members conducted a literature review of existing studies that evaluated the labor market outcomes of unemployed individuals who participated in workforce training programs. A particular focus was on the effectiveness of financial support provided to program participants. Staff members enumerated at least five different methodologies that could be deployed in evaluating the Washington State Training Benefits (TB) program and, in concert with staff from the Joint Legislative Audit and Review Committee, investigated the pros and cons of these different methodologies.
