The Hamilton Project at the Brookings Institution commissioned Susan Houseman and Katharine Abraham to write a paper that discusses merits of expanded work-sharing programs on reducing unemployment during recessions and develops a proposal for an expanding work-sharing programs as part of state unemployment insurance systems.
