Description

The Upjohn Institute will evaluate the newly launched Kansas City Scholars program which is being implemented in the contiguous six-county Kansas City metro region that spans both the state of Missouri and Kansas. The evaluation will cover a formative and summative assessment of the implementation and outcomes of this multifaceted scholarship program that awards traditional scholarships to selected 11th grade students, to adults who have accumulated some college credits and are seeking to return and finish, and for a college savings match program. During the start-up phase of the program, the Institute will assist in the development of data collection systems for performance management indicators, conduct a formative evaluation that provides early feedback to inform strategic planning adjustments, and an early summative evaluation of participant outcomes relative to a control group. This evaluation will include the use of qualitative data collected through interviews and focus groups of student scholars, parents, school and community partner personnel and higher education representatives. In addition, the evaluation will include quantitative analysis garnered through state level administrative data, the National Student Clearinghouse, and local partner programmatic data.
