Description

Title III, subtitle D of the Middle Class Tax Relief and Job Creation Act of 2012 contains a variety of measures to promote short-time compensation programs (STC) in states. The purpose of the project is to identify the effectiveness of various strategies to increase employer use of short-time compensation programs in lieu of layoffs when reductions in workforce are expected to be temporary. The project will involve designing a random assignment experiment in two states and analyzing the data from the experiments. Analyses based on non-experimental methods may be used to supplement analyses based on experimental data.
