Description
The W.E. Upjohn Institute estimated the cost of a universal, place-based scholarship ("Promise") program for the entire State of Oregon over a 15-year period. The scholarship program would cover all graduates of Oregon high schools (public and private), as well as home-schooled students, provided they have resided in the State of Oregon for a minimum of four years. The eligibility provisions of the proposed Promise program mirrored those of the Kalamazoo Promise. Cost estimates of both a first-dollar and middle-dollar scholarship were provided, and students would be allowed to use their scholarships at any accredited post-secondary institution in the State of Oregon, whether public or private.
