Description
The Upjohn Institute prepared a cost estimate for a state-wide Promise program for the state of Delaware. The Promise scholarship will be made available to all graduating seniors in the public schools including publicly-funded charter schools. The estimate was based on historical enrollment patterns of students from 2002 through 2014 and historical college-going patterns of state high school graduates. The scholarship will be a universal “middle-cost” program which means that students, regardless of GPA or other performance measures, will be eligible and will be required to apply for federal and state scholarships and grant opportunities. The purpose of the program is to promote public schools, improve property values, and enhance the general economic vitality of the state of Delaware.
