Description
Institute staff worked with community members in Buchanan, Michigan to identify the potential benefits and costs for that community of a place-based scholarship program, such as the Kalamazoo Promise. Staff members presented design recommendations and important considerations in each of the options presented. A planning group in the community chose a preferred program model. The Upjohn Institute staff prepared and delivered a cost estimate for that choice.
