Description
This analysis provides a multi-pronged approach to evaluating one of the state of Michigan's economic development programs, the Michigan Business Development Program (MBDP). The lead organization will be the Center for Regional Economic Competitiveness (CREC). The first prong of the research will determine the return on investment and break-even points of MBDP utilizing Tim Bartik's incentives model. The second prong of the research will be working with CREC to collect qualitative data on answering the "but for" question of location decisions. The final report will combine the two approaches, with an analysis of the program from both a quantitative as well as qualitative perspective on its effectiveness.
