Description
The Upjohn Institute conducted an evaluation of unemployment insurance (UI) benefit financing for the Louisiana Workforce Commission (LWC). The project examined strategies for achieving long term balance between revenues and expenditures in the Louisiana UI trust fund account. Simulation analyses of benefit and financing parameter changes to the existing reserve ratio system were performed using the Benefit Financing Model developed by the U.S. Department of Labor. Exploratory analyses were also conducted for a macro representative employer model of the reserve ratio system, and for various alternative financing systems based on micro data for Louisiana employers. An interim presentation was prepared based on preliminary results.
