Description
Upjohn Institute staff members estimated the first-dollar and middle-dollar costs of a Lynchburg (VA) Promise scholarship program over a 10-year time frame. The estimation methodology was fully detailed in the contract report. A presentation was made to stakeholders, whose input was used to revise the estimates and report as appropriate.
