Description
The Rockford (IL) Public Schools were considering the adoption of a place-based scholarship, or “Promise” program. The parameters of the program, such as student eligibility, eligible post-secondary institutions, and time frame, were under discussion by stakeholders in Rockford. In this project, Upjohn Institute staff members provided a middle-dollar cost estimate for a variety of scenarios over a 10-year projection period. (A middle-dollar program requires students to complete their FAFSA, and then fills the gap between federal/state financial aid and college attendance costs.)
