Description
Chris O’Leary, Steve Wandner, and David Balducchi wrote a review of public employment program evaluation studies with a focus on identifying best practices for helping older workers gain employment and progress to “good” jobs that provide financial security. The review was supported by AARP and focused on individual program features, described metrics for measuring effectiveness of various strategies, and reported significant differences in program impacts across demographic sub-groups. The paper also reported on any differential treatment of older workers that may warrant policy refinement. Finally, based on the collected evaluation evidence, the paper listed policy options most likely to improve program effectiveness for older workers.
